Geopolitica; con l’era Biden prosegue la linea dito puntato contro la Cina

Editoriale – Il nuovo segretario di Stato degli Usa, in una delle poche prime sortite si è voluto caratterizzare con nuove accuse contro la Cina. Sempre il solito rituale: poca trasparenza durante le prime fasi dell’epidemia da covid 19.

E lo ha fatto nella NBC calcando la mano, forse non per convinzione personale ma quanto per seguire una linea che si pensava potesse interrompersi rispetto a quella di Pompeo. Molte però sono le similitudini. Anche se in questo breve periodo il nuovo segretario di Stato non ha avuto un grande impatto in geopolitica. Almeno finora.

Antony Blinken in particolare durante  un suo intervento ha affermato  specificamente che “la Cina sia che nelle prime fasi del covid non ha fatto quello che doveva fare, non ha dato accesso agli esperti internazionali in tempo reale, condividendo informazioni in tempo reale, fornendo trasparenza in tempo reale”.

Dunque stessi concetti che Trump aveva dispensato forse per tentare di mascherare il disastro pandemico che avanzava negli States.

Queste accuse però ed ovviamente,  non sono passate inosservate ai vertici del governo cinese che hanno replicato senza usare mezzi termini, probabilmente ormai stanchi di questa tiritera.

La direttrice del Dipartimento informazioni del ministero degli Esteri cinese, Hua Chunying, ha proposto invece di osservare bene lo stato delle cose a Hubei e Wuhan oggi: “qualcosa che ci permetterebbe di capire che la Cina “ha fatto tutto per fare e tutto ciò che si poteva fare”.

A sua volta, il funzionario ha chiesto sul social  Twitter: “Gli Stati Uniti hanno fatto quello che dovevano fare?”

Di contro anche , il portavoce ufficiale della Cancelleria, Zhao Lijian ha ricordato che sono gli Stati Uniti ad avere il maggior numero di casi confermati di coronavirus (30,4 milioni) e morti (oltre 560.000) a causa della pandemia, il cui numero supera le perdite degli Stati Uniti nella prima e seconda guerra mondiale, nella guerra di Corea e nella guerra del Vietnam, che “contrasta fortemente con il successo della Cina nel contenere la pandemia”. Di fronte a questi dati, Zhao ha affermato che alcuni politici americani hanno avuto il coraggio di “lodare gli standard statunitensi in materia di diritti umani e criticare la Cina”.

Dunque si prosegue con la linea di attacco per mascherare forse il mancato contrattacco di una potenza mondiale che probabilmente si è trovata impreparata non tanto a gestire la pandemia a livello organizzativo o economico, ma nel dover forzatamente imporre la medicina delle restrizioni al popolo. Il tutto in un momento particolarmente critico a livello politico ed in fase di elezioni.

La risposta di Washington al covid-19 può essere considerata senza dubbio negativamente, mentre la Cina ancora una volta ha dimostrato di saper curare l’insorgenza di evenienze come una pandemia di tali proporzioni.

La ricerca spasmodica di capri espiatori non è altro che l’ammissione di una sorta di debolezza che peraltro è anche Europea.

Insomma la nuova amministrazione statunitense di Joe Biden per attaccare la Cina non si comporta molto diversamente da quanto faceva Donald Trump ed usa gli stessi argomenti, ora che si trova sul ponte di comando.

L’organizzazione cinese, non è riscontrabile solo nella gestione pandemica, va osservato il modo di vivere e l’imprenditorialità di uno stato che da anni è all’avanguardia e riesce ad esempio a colmare esigenze produttive di soluzioni necessarie a livello mondiale.

La lotta tra poteri è sicuramente desueta e non rispondente rispetto alla attuale situazione, gli Stati Uniti hanno potuto contare su una disciplina popolare grazie anche alle risorse economiche.

L’Europa di contro ha dovuto per forza di cose utilizzare il comune denominatore UE per calmare gli animi dei vari popoli rispetto all’insorgenza della pandemia.

Se la Cina ha avuto il primato, ancora una volta, Blinken dovrebbe prenderne atto e seguire forse una linea diplomatica di maggiore dialogo e non di una continuativa ostilità che di certo non lo caratterizza particolarmente.

Con l’avvento dell’era Biden ci si sarebbe aspettati una inversione di tendenza, ed invece oltre ad aspetti interni di politica nazionale, gli atteggiamenti nei confronti della Cina da parte del nuovo presidente eletto e del suo staff rappresentativo sembrano essere poi gli stessi dell’era Trump.

Ma le vere motivazioni di questo modo di fare potrebbero essere ricondotte proprio su una mancanza di strategia geopolitica ben precisa.

Se la Cina è riuscita a ritrovare una vita normale in tempi tralaltro molto circoscritti un motivo ci sarà. Ed invece che analizzare le criticità per partito preso, sarebbe forse opportuno trarre spunti e punti di domanda su cosa gli altri non hanno saputo o potuto, o voluto fare.

Il primo aspetto da analizzare è quello relativo alla comunicazione. La Cina sotto questo punto di vista può vantare determinazione e chiarezza immediata nell’affrontare situazioni di emergenza come quella del covid 19.

Gli States dapprima hanno avuto una linea similnegazionista, invece in Cina si è scelta la linea della consapevolezza e della urgente necessità scientifica di dover dare risposte ad un problema esistenziale delle persone, e di qui entrano in scena i vaccini.

L’Europa, con l’Italia fanalino di coda ha scelto una comunicazione terroristico-ansiogena, evidenziando l’utilizzo di strumenti legislativi impropri e riuscendo, con la paura a tenere a bada il popolo che non capiva bene cosa stesse accadendo, specialmente nel marzo del 2020. E non lo doveva capire volutamente.

Del resto se i modelli cinesi, ormai su diversi fronti sembrano essere lezioni per la crescita dell’umanità, bisognerebbe approfondirli e non osteggiarli per linea politica a prescindere. Ai posteri le ardue sentenze.

Washington’s response to covid-19 can undoubtedly be viewed negatively, while China has once again shown that it can treat the onset of contingencies such as a pandemic of such proportions.

The spasmodic search for scapegoats is nothing more than the admission of a kind of weakness which is also European.

In short, the new US administration of Joe Biden to attack China does not behave very differently from what Donald Trump did and uses the same arguments, now that he is on the bridge.

The Chinese organization is not found only in the pandemic management, it is necessary to observe the way of life and the entrepreneurship of a state that has been at the forefront for years and, for example, manages to fill the production needs of solutions needed worldwide.

The struggle between powers is certainly obsolete and unresponsive to the current situation, the United States has been able to count on popular discipline thanks also to economic resources.

On the other hand, Europe had to use the common denominator EU to calm the spirits of the various peoples in the face of the onset of the pandemic.

If China has had the primacy, once again, Blinken should take note and perhaps follow a diplomatic line of greater dialogue and not of a continuous hostility that certainly does not characterize it particularly.

 

With the advent of the Biden era, one would have expected a turnaround, and instead, in addition to internal aspects of national politics, the attitudes towards China on the part of the newly elected president and his representative staff seem to be the same as those of the ‘was Trump.

But the real reasons for this way of doing could be traced back to a lack of a precise geopolitical strategy.

If China has managed to regain a normal life in very limited times, there will be a reason. And instead of analyzing the critical issues by side, it would perhaps be appropriate to draw ideas and question marks on what others have not known or been able or wanted to do.

The first aspect to be analyzed is that relating to communication. From this point of view, China can boast determination and immediate clarity in dealing with emergency situations such as that of Covid 19.

At first the States had a similnegationist line, instead in China the line of awareness and the urgent scientific need to have to give answers to an existential problem of people was chosen, and this is where vaccines enter the scene.

Europe, with Italy at the bottom, has chosen a terrorist-anxiety-inducing communication, highlighting the use of improper legislative instruments and managing, with fear, to keep the people at bay who did not understand what was happening, especially in March of 2020.
